More About Marcus Strock

Marcus Strock was a Debevoise & Plimpton tax partner from 1982 to 2008. Since 2008 he has been of counsel to the firm, focusing on tax-exempt bond financing matters – an area in which he has been active since 1972. Over his career Mr. Strock has represented all sides in connection with projects financed (in whole or in part) with tax-exempt bonds, including equity investors, issuers, underwriters, developers and their advisors. Such projects have included pollution control and industrial production facilities, power plants, sports stadia, dormitories, low-income housing, water, sewage and solid waste disposal facilities, as well as airport, dock, wharf, warehouse and other transportation facilities. These projects have been located throughout the Continental United States and its territories including Guam and Puerto Rico. He has also played a significant role in persuading the IRS and the Joint Committee on Taxation to adopt interpretations of the relevant tax-exempt bond provisions that facilitated certain types of financings, and he is sometimes called upon to advise private clients with respect to IRS audits relating to bonds on which he was not an advisor.

Mr. Strock joined Debevoise in 1972. He received his A.B. from Harvard College in 1965, and an M.A.T. from the Harvard Graduate School of Education in 1967. Mr. Strock received a J.D. from New York University Law School in 1971 where he was a member of the Law Review. Prior to joining Debevoise, Mr. Strock served as a law clerk to the Hon. Edward M. McEntee, U.S. Court of Appeals for the First Circuit. He is a member of the Association of the Bar of the City of New York, the New York State Bar Association Tax Section, the American Bar Association and the National Association of Bond Lawyers.
